Granted, Notre Dame Cathedral is a Catholic institution, but the massive structure is owned by the French Government. And, because France is a secular state, Notre Dame Cathedral is considered a historic monument, therefore maintenance and repair of the structure becomes the responsibility of the state.

Already, fundraising activities are underway throughout the world seeking donations from average citizens for rebuilding. Still others are asking if the Vatican should step to the front of this crowd, digging into its own deep pockets, and committing itself to being the leader in any reconstruction/restoration efforts.
