RISKY BUSINESS -- Unsuspecting victim, or Lets get him before he gets us!

well known that the insurgents even had a bounty on his head.

Perhaps Kyle's reputation, and record kills in his resume, ironically may have been responsible for his own demise.
Uncertainty offuture 'employers' for a man possessing such unique talents, may have motivated any number of nervous paranoid potential victims to get him, before he got them! The so-called 'insurgents' may not have been the only sinister group placing 'a bounty on his head!'
Just my shot in the dark theory.....BUT in today's world, any surreptitious plan, especially originating in Washington D.C., is a definite possibility!
